this is a blow to the obama administration. the federal judge in florida has ruled the health care reform law signed by president obama last march is unconstitutional. 26 states, most led by republican governors or attorneys general, sued to block the law from being enacted. at issue, the provision that required all americans to buy health insurance by 2014, or face penalties. judge roger vincent ruled that the individual mandate, which is a cornerstone of the law, exceeds congress' constitutional power. two federal judges have already upheld president obama's health care overhaul. a third said the individual mandate went too far. but vincent took it a step further yesterday. he ruled that because the individual mandate is unconstitutional, the entire law is unconstitutional. house speaker john boehner and fellow republicans applauded the decision. president obama has indicated he's willing to work with republicans to correct flaws in the legislation. but he was quite clear on where he draws the line. >> so i say to this chambe
